Voters elect four councilmembers, vote no to ballot question

Unofficial results from the 2023 municipal election show Minnetonka voters elected two new members to the Minnetonka City Council. Newcomers Patsy Foster-Bolton (Ward 1) and Paula Ramaley (Ward 3) join incumbents Rebecca Schack (Ward 2) and Kissy C. Coakley (Ward 4) on the council.

The councilmembers will begin serving four-year terms in January.

Minnetonka voters used ranked choice voting in 2023. Under RCV, ballots may be counted in one or more rounds. The first round is tallied using first-preference votes only. If a candidate wins a majority (50% + 1) of the first-preference votes in the first round, that candidate is the winner.

If no candidate wins a majority of first-preference votes, the candidate with the fewest first-preference votes is eliminated and the process moves to a second round. This is repeated until one candidate has won a majority or only one candidate remains.

The City of Minnetonka's election team has finished tabulation. Below are the city council unofficial results and Cast Vote Records (CVR) for the Nov. 7, 2023 general election.

Voters support keeping ranked choice voting

Minnetonka voters also had a ballot question whether to repeal ranked choice voting for municipal elections and reinstate the use of a primary (if needed) and general election.

A majority of Minnetonka voters (58.66 percent) voted no on the ballot question, supporting the continued use of ranked choice voting for city elections.

Ranked choice voting is a system where voters rank their candidates in order of preference. It was originally enacted in Minnetonka for the 2021 election.

All the election results are unofficial until canvassed by the Minnetonka City Council on Monday, Nov. 13.
