Council adopts Off-Leash Strategy and Guidance Plan 

City council adopted an off-leash dog implementation plan for Purgatory Park and authorized a no-parking zone on Stodola Road, east of the cul-de-sac to Creek Park Drive. The initial phase of the plan includes full signage implementation; a complaint reporting system for rapid response and enforcement tracking considerations; and a plan for future considerations including enforcement, barrier fencing installation, effectiveness and accessibility. Council directed staff to research and implement, if possible, an off-leash walking corridor from the parking lot to areas 2 and 3 which minimizes impacts on sensitive areas and to report back to council by June 2, 2026.

Council approves storm sewer improvements phase 2 and awards bids 

City council approved the Groveland Storm Sewer Improvements Phase 2 project which received an Implementation Grant for Stormwater Resilience from the MPCA. The contract for the project was awarded to Juul Underground for $239,215. The improvements will replace and upsize storm sewer piping from east of Groveland Elementary School to Gro Tonka Park.

Council approves Hoods 4 Heroes Grant

City council approved the acceptance of an in-kind grant donation from the Minnesota Firefighter Foundation, providing a second particulate-blocking firefighting hood for each Minnetonka firefighter. The hoods offer enhanced safety to firefighters and are valued at approximately $13,050. The department will now have two full protective ensembles per firefighter, improving response capabilities and gear maintenance efficiency.

Council approves Auto Theft Prevention Program Grant 

City council approved an agreement for the Minnetonka Police Department to enter into a $42,000 Auto Theft Prevention Program grant with the state of Minnesota to support continued use of automatic license plate readers (ALPR). The grant will cover $21,000 annually from July 2025 through June 2027, with the remaining $25,000 per year funded through the Capital Improvement Program. This funding enables the department to maintain ALPR coverage in high-priority areas like the Ridgedale Shopping District to help deter and investigate auto theft and related crimes. 

Council approves two-lot subdivision on Glendale Road 

City council approved the final plat for 14705 Glendale Road to allow the subdivision of the property into two single-family residential lots. The preliminary plat was approved at the July 14, 2025 council meeting.
