The city council adopted a short-term rental ordinance requiring short-term rental properties to be homesteaded and registered with the city. The ordinance was developed following council discussion, public feedback and a planning commission public hearing. It is intended to address concerns related to investor-owned rentals, neighborhood impacts and housing availability.
The city council adopted an encampment policy to provide guidance for responding to homeless encampments on public property. The policy establishes an assistance-first approach focused on connecting individuals with resources while addressing public health and safety concerns.
The city council approved 18 days of in-person early voting at Minnetonka Community Center for primary and general elections, while continuing the option to vote by mail for 46 days. The change improves operational efficiency and reduces administrative costs while maintaining voter access.
The city council approved updates to the city’s plant pest policy, which guides the management of tree pests and diseases. The changes clarify property owner responsibilities, update tree removal practices, and align the policy with current state guidance and field conditions.
The city council amended the Capital Improvement Program to reallocate $55,000 in existing funding for the purchase of a second sauna at Shady Oak Beach. The additional sauna will help meet growing demand without increasing the overall project budget.
The city council ordered the 2026 Sanitary Sewer Lining Project and authorized bids for the work. The project will use trenchless technology to rehabilitate approximately 11,500 feet of aging sanitary sewer pipe and extend the life of existing infrastructure.
The city council approved a Property Assessed Clean Energy (PACE) special assessment for energy-efficient improvements at 12501 Whitewater Drive. The financing will support roof and cooling system upgrades, with costs repaid through a voluntary property tax assessment.
The city council approved an agreement with Xcel Energy for the Excelsior Boulevard Improvement Project and amended the Capital Improvement Program to reflect updated project funding. The project will improve roadway and utility infrastructure and add a new trail segment between County Road 101 and Eden Prairie Road.

The city council issued proclamations recognizing LGBTQ+ Pride Month in June and Monarch and Pollinator Awareness Month in July. The Pride Month proclamation recognizes the history, contributions and experiences of LGBTQ+ individuals while reaffirming the city’s commitment to inclusion, dignity and equal rights.
The Monarch and Pollinator Awareness Month proclamation marks the city’s 10th year participating in the Mayors’ Monarch Pledge and raises awareness of the importance of monarch butterflies and other pollinators to healthy ecosystems and food production.
