Every year, auditors provide the city council with a review of the Annual Comprehensive Financial Report and their findings. Maintaining excellent financial and operational strength helps the city provide a full range of services to residents and businesses and helps the city maintain its Aaa bond rating. Audit firm BerganKDV issued an unmodified opinion on the city’s 2025 financial statement audit with no audit findings.
The city council ordered improvements and authorized bids for The Marsh Roof Replacement Project. The project will replace the wood portion of the roof after storm damage sustained in 2025, helping protect the long-term condition of the facility, with most costs expected to be covered by insurance.
The city council awarded a contract for the Whitegate Force Main Replacement Project to GM Contracting, Inc. in the amount of $512,836. The project will replace an aging sanitary sewer force main between the Whitegate lift station and Gleason Lake Road, improving the reliability and efficiency of the city’s wastewater infrastructure.
The city council withdrew previously awarded contracts and awarded new contracts to New Look Contracting for the Red Circle Drive and Shady Oak Road Sidewalk Improvements projects. The projects will add and improve pedestrian and bicycle connections in the Opus area, enhancing safety, walkability and connectivity to the Green Line Extension and regional trail network.
The city council approved a Property Assessed Clean Energy (PACE) special assessment for energy-efficient improvements at 10650 Red Circle Drive. The financing will support HVAC, lighting and water-efficiency upgrades completed as part of a recent building renovation, with costs repaid through a voluntary property tax assessment.
The city council provided feedback on a concept plan for the redevelopment of a property located south of Rowland Road, between I-494 and Shady Oak Road. The concept plan proposes demolishing the existing office building and constructing a new 100–130-unit apartment building. A concept plan review is a chance for the council to provide feedback on a project before a formal application is submitted.
