Minnetonka’s zoning ordinance is currently undergoing an update with the goal of streamlining the development process and better aligning with the city’s comprehensive plan.

The full zoning ordinance, adopted in the mid-1980s, has been amended hundreds of times, making it difficult to navigate, hard to interpret and less aligned with current community goals.

At the direction of city council, staff and community members began an update process in February 2025 to:

• Modernize zoning regulations
• Clarify standards
• Update outdated rules
• Provide helpful graphics and tables

A draft ordinance is now available for review. You’re invited to share your input:

• Stop by city hall during regular hours and speak with a planner.
