City of Minnetonka Digital Accessibility Policy

The City of Minnetonka is committed to ensuring all members of the public can access and use the city’s digital services, regardless of ability. This policy establishes standards and responsibilities to make the city’s websites, digital documents, software applications and online communications accessible and inclusive for everyone.

This policy applies to:

All city-managed websites, web applications, digital services and online forms.
All digital content published by the city, including PDFs, videos, social media posts and email communications.
All technology procurements, contracts and projects involving third-party digital services or software.

Policy statement

The City of Minnetonka shall ensure that all digital content and technology comply with all federal, state and local laws, including the Americans with Disabilities Act. This includes the city’s digital services meet or exceed the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, or the most current adopted standard.

All city departments will identify a staff member to coordinate and ensure all digital content meets accessibility standards and submit updates or remediation requests as needed.

All vendors providing digital products or services to the city must:

Demonstrate compliance with WCAG 2.1 AA or equivalent accessibility standards.
Provide a Voluntary Product Accessibility Template (VPAT) or other documentation of conformance.
Cooperate with city staff to address accessibility issues discovered after deployment.

Testing, training and compliance

The city will provide regular training for staff who create or manage digital content. Training will cover accessibility basics, inclusive design and testing and reporting procedures.

Members of the public may report digital accessibility barriers through the city’s website. The city will respond promptly and work to resolve reported issues. The City of Minnetonka recognizes that accessibility is an ongoing process. The city will continue to review standards, technology and user feedback to improve access for all community members.
