The Comprehensive Guide Plan provides a framework to guide development, redevelopment and public services and programs within Minnetonka. The plan is comprised of several elements, including:

• Land use
• Housing
• Transportation
• Parks, trails and open space
• Surface water
• Water supply
• Sanitary sewer

Although the plan looks 20 years into the future, state law requires that cities update their comprehensive plans every 10 years.
