Minnetonka’s 2040 Comprehensive Guide Plan provides a policy framework to guide development, redevelopment and public services and programs through the year 2040. Although this current planning effort looks 20 years into the future, the plan is intended to provide specific guidance for public decisions over the next 10 years through policies, implementation strategies and programs. The 2040 Comprehensive Guide Plan has been prepared in accordance with the Metropolitan Land Planning Act and the Council’s Metropolitan Development Guide and plans.

During the preparation of the plan, broad community input was sought prior to review and adoption by the city’s planning commission and city council.

The Minnetonka City Council approved the 2040 plan Jan. 7, 2019. After review and comment by adjacent communities and affected agencies, the city submitted the guide plan to the Metropolitan Council. On Dec. 23, 2020, the Metropolitan Council approved the guide plan and authorized the city to put the plan into effect.
