Proposed Short-Term Rental Ordinance
The Minnetonka City Council is discussing the need for an ordinance to specifically regulate short-term rentals in the community. A short-term rental is a property that an owner rents – either all or part of a home – to guests for less than 30 days.
On April 27, 2026, the council reviewed the first draft of the ordinance and requested changes, including:
- Continue to require short-term rentals to register with the city; and
- Require that to be eligible for the registry, short-term rentals must be homesteaded. This means only property owners who occupy their homes as their primary residence may rent that property (wholly or partially) as a short-term rental.
The revised proposed ordinance is available on Minnetonka Matters. A public hearing will be held at the planning commission on May 28, 2026, prior to the city council meeting on June 8, 2026. Feedback and questions regarding the proposed ordinance will be accepted on the Minnetonka Matters page through June 7, 2026.
Registering and renewing your rental registration
The City of Minnetonka adopted a rental registration ordinance on Dec. 18, 2023. It went into effect Feb. 3, 2024.
Rental certificates expire one year after submission. You can renew your registration at anytime before the expiration on the rental certificate sent the previous year.
- When registering a rental property within a townhome or condominium complex, please indicate which unit is being rented.
- When registering a single-family property, duplex or tri-plex, please make separate applications for each unit.
Renewals will be sent via email. Please contact the city if you have any questions.
Updates to registration form
Staff continues to make updates to improve the registration and renewal processes.
- Registration numbers have been added to each registration to assist with the renewal process.
- All previously registered units have been given a registration number that will be provided when the unit is renewed.
- When you register your rental property, the Certificate of Registration now includes a registration number. This number can be used when you annually renew your property and you will keep this number as long as your registration remains active.
