Registration Dates

Leagues

Outdoor League

Outdoor league games are scheduled on Tuesday and Thursday evenings (maximum of one game per week). Games will be scheduled to start as early as 6 p.m. and as late as 9:15 p.m. Outdoor games are played at Big Willow Park in Minnetonka.

Indoor League

Indoor league games are scheduled Sunday evenings. Games will be scheduled to start as early as 5:30 p.m. and as late as 8:30 p.m. Indoor games are played at Royals Athletic Center.

Rosters

• Teams must submit their Team Roster to the Recreation Services office prior to the start of their first game.
• Team rosters may have a maximum of 24 players. Only players on a team’s roster will be allowed to participate in league games.
• There is no individual registration available. Individuals looking for a team can register online for the Free Agent list. Names from the list will be passed onto team managers looking for players to complete their team.

League Policies

1. Participants must be at least 18 years old and out of high school to compete in the soccer league. Players who are currently suspended from participating in other sports communities are ineligible to compete in Hopkins-Minnetonka leagues.
2. The participation of an unrostered player in any league or playoff game will result in forfeiting that game to the opposing team. The Program Manager shall determine whether other games the player participated in shall be forfeited also.
3. Opposing managers, as well as Recreation Services, may initiate checks on eligibility. Showing proof of a player’s identity by photo id may be required at game time.
4. Players can participate on more than one team in the league if the two teams are competing in different divisions (summer only).
5. Each team is required to have team uniforms or an identified "TEAM COLOR". Each team member needs to bring this shirt to each game, along with a WHITE SHIRT in case the other team uses the same color.
6. For a game to be official, teams must have completed at least half of the game.
7. This is a recreational league and protests will not be accepted.

Outdoor League Rules

 The adult co-rec soccer league will generally follow FIFA rules with the following exceptions:

1. A game consists of two 24-minute halves (running time) with a 5-minute half-time period. Game time is forfeit time except for the first scheduled game of the evening which will be given a 5-minute grace period. League referees will still officiate forfeited games.
2. A team must have at least eight players on the field at the scheduled game time in order for the game to be official.
3. There is not a set number of women required on the field at a time. However, teams not having at least four women on the field at one time must play short one player for every women they are short.
4. Substitutions will be allowed only by the referee when the ball is out of play. Players must inform the referee of their desire to substitute and wait for their acknowledgment.
5. Players must wear shin pads, knee high socks and proper footwear.
6. No sliding tackles will be permitted. Violation of this rule will result in a yellow card.

Indoor League Rules

The adult co-rec soccer league will generally follow FIFA rules with the following exceptions:

1. Game length is two 24-minute running time halves with a 5-minute half-time. A maximum of 7 players are allowed on the court (six plus goalie).Teams will be allowed to play with a minimum of five players.
2. Teams not having at least two females on the court must play down one player. If teams pick up a player from another team, they must forfeit the game but will be permitted to use players not on the roster.
3. Substitutions are allowed at any restart.
4. No slide tackling or rough play allowed. Players may not leave their feet.
5. No offsides rule is enforced. Players must not interfere with goalie activity in the box.
6. Goalies catching the ball must release the ball in play within 4 seconds by rolling, throwing or punting it with the condition that it touches any field player before it crosses the half-line. An indirect free kick on the half-line is awarded to the opposing team for infringement of this rule.
7. In the case that the ball hits the ceiling, an indirect kick is awarded to the opposing team under the spot the ceiling was contacted.
8. Balls kicked out of play (side lines) will be restarted using a throw-in by the opposing team (no goal may be scored).The ball can be played forward or backward. Defending players may not stand closer than 6 feet from the ball.
9. Balls kicked out of play on the end line by the defensive team will be restarted using a throw-in from the corner by the opposing team.Defending players may not stand closer than 6 yards from the ball.
10. Balls kicked out of play on the end line by the offensive team will be restarted as if the goalie caught the ball (see #7 above).
11. Players can pass the ball back to the goalie, but the goalie is only allowed to play the ball with their feet. On any other instance, goalies can use their hands within the marked box area.
12. On all infractions, the ball, when put in play, must be passed to a teammate. There will be no direct kicks. All infractions will result in an indirect free kick with the ball being played either forward or backward from the point of infraction.
13. On all indirect free kicks, the defensive team must stand at least 6 yards away from the ball until it has been kicked. These free kicks may not be direct shots on goal (in the hopes that the ball hits another player).

Player Conduct 

1. Alcohol/Beer: There shall be no alcoholic beverages, including beer, at any City of Minnetonka parks, Hopkins School District facilities, or Minnetonka School District facilities. This includes the playing field, bleachers, and parking lot area.
2. Officials can issue both yellow and red cards for player offenses. A yellow card is a caution and the player may continue to participate in the game. If a player receives two yellow cards in the same game, they must leave the game and cannot return. They must also sit out the following week’s game. A player receiving a red card must leave the game immediately and must also sit out the following week’s game.
3. The Hopkins-Minnetonka Player Code of Conduct is as follows: “At no time shall any person lay a hand on, shove, strike, use abusive language, or threaten an official of the Hopkins-Minnetonka Recreation Department on park or school property.” Such incidents will require persons to be suspended until the Program Manager considers the case. Maximum penalty shall be suspension from local league play for one season or up to suspension for life.
4. Profanity on or around the playing field, even casual profanity, is not permitted.
5. Please be respectful of the game facilities and remove all litter from the area surrounding you and your team before leaving the game site.
