League Play/Classifications
Gold – Hopkins-Minnetonka’s highest level of play. Players are highly skilled, proficient and have great knowledge of the game and strategy. Players are all above average and have significant understanding and experience serving, passing, blocking and making three contacts with the ball.
Silver A – Most players have above average ability. Teams consistently implement, with success, the basic skills of serving, passing, blocking and making three contacts, with a team strategy on defense, offense and rotations that will make them successful.
Silver B – Many players have average to above average ability. Teams implement the basic skills of serving, passing, blocking and making three contacts, with a team strategy on defense, offense and rotations that will make them successful.
Bronze – Beginner. Teams are in the process of learning and implementing the basic skills of serving, passing, making three contacts and creating a consistent strategy.
Rosters
- Teams must submit their Team Roster to the Recreation Services office prior to the start of their first game.
- Team rosters may have a maximum of 20 players and must include the name, email address, and phone number(s) for each player.
Game Schedules
League schedules will be emailed to Team Managers roughly two weeks prior to the start of the season.
Weather
In the event of a weather related cancellation the program manager will attempt to make the call prior to play starting. Team managers will be emailed as soon as a cancellation is determined. Weather updates can also be accessed via our weather hotline (952-939-8355). Every attempt will be made to reschedule games.
Forfeits
Forfeits are highly frowned upon. If your team is considering forfeiting, please consider showing up to scrimmage with fewer players or extending the invite to your larger social network. If your team needs to forfeit, please inform the program manager AND the other team's manager ASAP (preferably days prior). There is no guarantee that last minute forfeits will be communicated by the program manager.

- Opposing managers, as well as Recreation Services, may initiate checks on eligibility. Showing proof of a player’s identity by photo id may be required at game time.
- Players cannot play on more than one team on the same night.

Official rules will be from the newest USAV Official Rulebook, with the exceptions noted within.
Rosters
- The team manager must, using the official roster form, list the name, email address,and phone number(s) for each player, then sign and submit it to the Recreation Services office. Rosters must be submitted before your first league game. Failure to submit an official and legible roster before your first league game will make your team ineligible and will cause you to forfeit the game.

Conduct Violation Policy
The following incidents will be assessed a $20 per violation fee:
- Unannounced Forfeit – forfeit must be reported to the league manager by 3pm the day of game.
- Player Ejection
- Un-rostered Player

General Rules
- USAV Rule Change Highlight (2025): A second hit can now contact various parts of the body consecutively, provided that the contacts occur during one action, and the ball is next touched by a teammate. In other words, an ‘ugly’ set is now allowed, as long as it is not played to the other team.
- Players serving before being signaled by the official will be warned on the first offense and will not cause a side-out. Subsequent offenses within the same service rotation will cause a side-out. Servers are allowed only one toss of the ball.
- All games will be played using the rally scoring system with games played to 25 (win by two) with a cap of 27 (win by one). A match will consist of three games with a 55-minute time limit. Teams will be allowed a 5-minute "grace" period at the start of the match if they are short of players. Forfeit time for the remaining games is 10 minutes for the second game and 15 minutes from the third game with time taken from the scheduled game time. The third game will count only if a team has at least 13 points and is leading by at least 2 points when time expires. When time expires and one team has at least 13 points but no clear cut winner, teams will play to a “win by two” or play to a cap of two points higher than what was the point total of the higher team. In this case a team does not need to win by two. (Example; if the third game is 13 to 12 when time expires, the game will be played either to a two-point win (14 to 12) or a cap of 15 (15 to 14). If time allows, teams can play a fourth game but this game will not count in the team standings.
- The maximum number of players on the court per team is six players. A team may start and continue with as few as four players. When teams play with four players, the server is considered a back row player. The Official will facilitate a player’s entry into the rotation upon their arrival in the fairest manner.
- In co-rec leagues, men and women will be lined up alternately on the court to the extent possible. A team may play with two men and two women, two men and three women, two men and four women, three men and one women or three men and two women. However, during playoffs, teams will NOT be permitted to play with more men than women. Three men and two women will NOT be allowed during playoffs. Further, the guy/girl rule will be enforced. Anytime a team has more than one hit, one of those hits, not including blocking, must be made by a female.
- Men’s league teams will be permitted to use one female on the court.
- A ball may be played with any part of the body.
- Unless there is an injury, or in the case of the advanced division in our men’s and women’s leagues, players may substitute in the center-back position or in the server position (server must remain in the game for a minimum of six rotations). In the advanced divisions of play, teams may use the 12-player substitution rule. For the Men’s and Women’s divisions only, the use of a Libero Player is permitted. The Libero is a defensive specialist who is restricted to performing as a back-row player and cannot complete an attack hit when the ball is above the net. The Libero may not block or attempt to block and will not be permitted to serve (serving will be allowed in the MRPA State AA, A, and B tournaments).
- Overhand serves are legal. All divisions in co-rec and all other leagues (men’s and women’s) may use consecutive overhand serves.
- In co-rec, one backcourt male player may also block when there is only one male player on the front line.
- A ball, other than a served ball, shall remain in play if it contacts the ceiling or other overhead objects 15 feet or more above the playing area. If a ball, other than a served ball, contacts an object below 15 feet (i.e. low hanging baskets), play will be stopped immediately. If, in the judgment of the official, a play could have been made on the ball if it had not hit the low hanging object, a replay will be granted. If no play could be made, a loss of rally will be awarded to the other team.
- The “pursuit” rule will not be permitted in this league.
- Teams will be allowed to request one-30 second time-out per game, except if it is within the last 2 minutes of the final game (no time-outs from that point on).
- Players may not wear jewelry with the exception of medical medallions, flat wedding bands, or earring studs, during the game. This includes hanging earrings, bracelets and necklaces. Hat/Caps/Headwear are strongly discouraged. However, if a player chooses to wear one, it must be securely attached at all times. If at any time it falls off during play, the player will immediately be asked to remove it and play without it for the duration of the match.
- Playoff Scoring: Teams will play best of three. The first two sets will be played with the standard 25 point cap. If a third set is needed, a coin flip will determine side and serve, teams will switch sides at 13 points and the set will be played to 25, win by two, with no caps. Teams scheduled for a single playoff game and not competing in their division playoff tournament bracket, will follow the standard three sets with a 25 point cap.
Conduct
- The conduct of teams playing in Hopkins-Minnetonka Recreation Services leagues must be above satisfactory. Managers must set examples of fair play and sportsmanship for their players. The Hopkins-Minnetonka Player Code of Conduct is as follows: “At no time shall any person lay a hand on, shove, strike, use abusive language, or threaten an official of the Hopkins-Minnetonka Recreation Department on park or school property. ”Such incidents will require persons to be suspended until the Program Manager considers the case. Maximum penalty shall be suspension from local league play for one season or up to suspension for life. The official’s authority at a game shall not be questioned. They have been instructed to enforce the league rules. The official has the authority to remove a player, coach, or manager from the game for violation of the rules. Players removed from the game for unsportsmanlike conduct will not be allowed to compete in the following game and a $20 conduct violation fee will be assessed. A second ejection from a game by any one player will result in suspension for the remainder of the season.
- Profanity on or around the court, even casual profanity, is not permitted. It is sufficient grounds for expulsion from the premises. Casual profanity pertains to expletives not necessarily directed towards an umpire or player, but made out of frustration for a bad play.
- Please be respectful of the game facilities and remove all litter from your team’s bench and the surrounding area before leaving the game site.
- The Hopkins and Minnetonka School Districts have adopted a tobacco-free/alcohol free policy.
- Adult volleyball is unique in that the playing surface in most cases extends to the entire court surface. Spectators attending a contest have no place to stand except within the possible playing area. This combination presents a potential hazard that is often unexpected, to both the spectator and the player. While it is reasonable to think that spectators may wish to attend a volleyball match, certain guidelines must be in place to protect them and the participant. These guidelines are:Spectators under the age of 13, who attend a volleyball match, must be supervised by an adult (one to one ratio) at all times.This supervisor cannot be a player.Spectators age 13 and over will not need to be supervised.All spectators must realize that there are certain hazards associated with this activity and that they must be alert to their surroundings at all times.
- This is a recreational league - protests are not accepted.
