Mills Church is exploring the possibility of incorporating housing onto its property at 13215 Minnetonka Drive.

To help inform their decision about the type of housing they may decide to propose, the church has asked the city to coordinate community engagement workshops to gather feedback from residents.

The city will not take action until a formal project application has been submitted. 

Community workshops

The city, with support from a team of design and development experts, is conducting community engagement workshops regarding the site's development potential. Residents are invited to attend all five sessions to learn more and provide input. City officials may be in attendance. Feedback will help Mills Church potentially develop housing recommendations for its property.

The overall development process

  1. Comprehensive Guide Plan – Every 10 years, the city establishes a plan to guide zoning and development decisions.

  2. Planning study* – The city gathers information to inform possible development proposals. No formal development concepts are submitted and there is no action taken. Mills Church is in this phase of the process.

  3. Concept plan review* – The property owner submits a project concept to the city. The planning commission and city council review the concept at public meetings and provide feedback.

  4. Formal application – The property owner submits a formal project application to the city.
    1. The planning commission reviews at a public meeting and recommends to approve or deny.
    2. The city council reviews the planning commission recommendation and application at a public meeting, and votes to approve or deny.

  5. Building permits – Following approval, the property owner applies for building permits and begins the construction process.

*Not all projects are required to work through the planning study and concept plan review phases. The process for each project are determined on a case-by-case basis.
